    China Tightens Restrictions on Drone Exports and US Business Regulations

    BEIJING / RankWire.AI / – Effective August 5, China’s Ministry of Commerce implemented stricter export controls on specific drones to the United States. This move is part of a broader set of countermeasures that also target trade, technology testing, and imported office equipment. Under the new rules, exporters are required to secure individual licenses for controlled drones, key components, and related technologies. These regulations operate within China’s existing dual-use export framework. However, they do not ban all Chinese drones or drone parts from reaching American markets.

    China expands trade controls across drones, certification and imported office technology.

    The updated procedures eliminate the simplified licensing process previously available for certain drone products headed to the U.S. Regulators will now evaluate each shipment based on the product, buyer, end user, and intended purpose before granting approval. China already regulates some drone engines, sensors, communication devices, and systems designed to counter unmanned aircraft. Current regulations also restrict exporters from providing civilian drones for military applications. The recent decision introduces additional oversight for controlled technological products and equipment supplied to U.S. customers.

    In a separate move, bans have been placed on transactions between Chinese entities and seven American organizations. The listed entities include Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. Beijing attributes these restrictions to U.S. measures related to allegations of forced labor in Xinjiang. Additionally, a separate order targets Compliance Testing LLC, an Arizona-based testing firm. Chinese authorities claim the company supported Federal Communications Commission actions concerning communications equipment and Chinese tech firms.

    Trade actions extend to office equipment inspections and certification procedures

    China has also launched a national security investigation into imported printers, copiers, and multifunction office devices. The review focuses on equipment that contains operating systems, drivers, or embedded software developed or maintained by foreign firms. The Ministry of Commerce will analyze import volumes, domestic demand, supply reliance, and national security concerns. Authorities may issue questionnaires, hold hearings, visit manufacturing sites, and commission technical evaluations. The investigation is expected to last up to 12 months, with extensions possible under special circumstances.

    Another change involved modifications to factory inspection processes within China’s mandatory product certification regime. The State Administration for Market Regulation has prohibited Chinese certification bodies from assigning follow-up inspections to U.S.-based organizations. These inspections are essential for maintaining product approval status in China. Manufacturers are now required to use alternative authorized providers for such factory assessments. This decision does not revoke existing certificates nor does it impose a general ban on goods produced by American firms.

    China links recent measures to U.S. regulatory and import policies

    Beijing connected the new restrictions to recent actions by the Federal Communications Commission and the U.S. Department of Homeland Security. The FCC has limited approvals for certain new foreign-made drones and essential components entering the U.S. market. U.S. authorities also intensified enforcement under the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to the enforcement list on July 31. Goods associated with these listed entities are generally presumed to face restrictions against entry into the United States.

    Chinese officials characterized these measures as restrained and urged Washington to lift the restrictions outlined in the government announcement. The drone export controls, business restrictions, and certification adjustments came into effect on August 5, the same day the office equipment investigation was initiated. These orders do not specify any Chinese drone manufacturer nor do they completely halt all drone exports to the U.S. They mainly target controlled products, seven American organizations, certification procedures, and foreign-related software embedded in imported office devices.
