Clean air climate measures yield major global economic gains

NAIROBI, KENYA / RankWire.AI / – A new global assessment says coordinated action on air pollution and climate change can return about $15 in economic benefits for every $1 invested. The UN Environment Programme and Climate and Clean Air Coalition released the analysis on September 7. It examines 25 measures across energy, transport, industry, agriculture, homes and waste. The report combines climate, health and economic impacts in one global framework. It describes this as the first comprehensive global economic assessment of integrated climate and clean air action.

Clean air climate measures yield major global economic gains
Integrated climate policies can cut pollution while improving health and economic outcomes.

Under full implementation, the assessment estimates annual benefits equal to 2.8% of global GDP by 2035. That figure rises to 4.5% in 2050 and 11.4% in 2100. Excluding non-market welfare gains, the measures still return about $4 for each dollar invested. Researchers also estimate that every year of delay costs more than $1.5 trillion in lost annual benefits. The calculations include avoided health costs, improved productivity and climate benefits.

The 25 measures include renewable power, energy efficiency, cleaner cooking, electric vehicles and stricter vehicle emissions rules. They also cover methane leaks, routine venting and flaring, fertilizer use, livestock, rice farming and crop residue burning. Other steps address waste management and hydrofluorocarbons. Together, the measures target major sources of greenhouse gases and harmful air pollutants across the global economy. The list focuses on measures that governments and industries can deploy with existing technologies.

Economic returns extend across major sectors

Health gains form a major part of the assessment’s economic case. It links human-caused outdoor air pollution to about 6.4 million premature deaths worldwide in 2025. Household air pollution accounted for another estimated 2 million deaths, including about 300,000 children. Outdoor pollution also contributed to 5.5 million new childhood asthma cases and 2 million new dementia cases that year. The report uses these health effects to calculate direct economic losses and wider welfare impacts.

The assessment says full implementation could prevent 144 million air-pollution-related premature deaths cumulatively by 2050. That total includes 96 million deaths tied to ambient air pollution. It also projects hundreds of millions fewer cases of chronic disease. Compared with its baseline, immediate action cuts carbon dioxide emissions by half by 2050, methane by 60%, and several major air pollutants by about 70%. The analysis also tracks changes in disease burdens, labor productivity and other measurable economic effects.

Clean air action also cuts climate risks

The modeled package also limits warming by about 0.34 degrees Celsius by 2050 and 1.4 degrees by 2100. By century’s end, major air pollutants fall by as much as 85% under the scenario. Implementation costs equal about 0.7% of global GDP over the next decade. The share declines toward 0.5% by the end of the century. The report says stronger enabling conditions can bring full implementation forward by as much as a decade.

The UN Environment Programme and Climate and Clean Air Coalition issued the findings for the International Day of Clean Air for blue skies. The report identifies institutional barriers as a key obstacle to wider use of existing measures. It estimates that stronger enabling conditions could produce up to $10 trillion in savings by 2040. The assessment links cleaner air, lower emissions, health gains and productivity in a single economic case for coordinated action. Its central finding is that joint climate and clean air policies deliver larger combined benefits than separate approaches.
